The private copying fee compensates rightholders (authors, artists, publishers and producers) for copies made by consumers of their work. This enables the rightholders to continue their creative work and it will remain possible for consumers to copy music and films for their own use in the future.
Importers, manufacturers of, and traders in blank image or sound carriers pay the private copying fee. The home copy fee is passed on to the consumer via the sales price of a blank carrier. As of 1 January 2013, the home copying scheme applies to the most important devices and media on or with which consumers can copy.
